4.5.13 "Unable to tag hand"

Mac OS 10.14.16

After updating to 4.5.13 version I am no longer able tag hands in hand review window during Zoom session. I get "Unable to tag hand" error. Tagging in PT replayer works fine.

First I though this issue is related to me being on PostgreSQL 10.3 but I migrated my database to 9.6 as suggested in patch notes and the error is still here.
