Is this a custom stat or a default stat in pokertracker?

There is a '3-Bet vs Steal (Resteal) & Fold to 4-Bet' custom statistic available in the Download Warehouse. That will include SB steals but when using the statistic in your report you can filter for the first raiser position being between 0 and 1 via 'Hand Details -> Player Position -> Preflop -> Position of First Raiser'.
