how can I filter for "hand ended before flop" or "flop was not dealt" in a report?

There isn't an explicit built-in filter at the hand level for that (only for the player not seeing the flop) but you can filter for there being no flop cards:

NOT (Flop Contains At Least One A OR K OR Q OR J OR T OR 9 OR 8 OR 7 OR 6 OR 5 OR 4 OR 3 OR 2)

or you can use an expression filter in a custom report for the number of players on the flop:

cash_hand_summary.cnt_players_f = 0

You can use this expression filter by clicking on the 'Filters' link and selecting 'Add New Expression Filters' and you will need to replace "cash" with "tourney" if you are in a tournament report.
