unable to login to database:
"unable to login to database (postgres). Reason: connection to server at "localhost" (::1), port 5432 failed: FATAL: could not open file "base/5/1249": No such file or directory"
How can I fix this problem?

Unfortunately that indicates a part of that database is either missing or corrupted. If you have a recent database backup you could restore from that or you can create a new database and reimport your hands there.
