I guess PT4 had a global crash. Unaware I thought it was an issue on my end so I looked for ways to get it working and I found something about uninstalling and reinstalling Postgre so I did. Now I can not get Postgre to run so PT4 can connect. I looked online on how to run it and it looks like I need a doctorate in quantum physics to understand.
I am a poker player not a rocker scientist. Can someone help me get back online? What is the simplest solution even an idiot like myself could do?

What version of PostgreSQL did you install? Did it say it installed successfully at the end of the install? Click your Windows Start button then type the following command:
services.msc
and click on it when it appears. Is the PostgreSQL service listed here?
