If it is possible than how?

This shows the opportunity to 4 bet on flop. This is clear, but if I want to create two stats ,lets say one when table average preflop stack is =>50BBs and one when table average preflop stack is <50BBs, than how must the formula above look like after we change it?

That kind of thing isn't currently possible. We don't have access to the general stats of the other players at the table at the time each hand was played.
