i have re installed i dont know what else to do

Did you download and install the PokerTracker 3 file with PostgreSQL? Did it successfully install or where there errors prior to this screen?

PT3 installs and then ask if it would like to install psql for me then at near the end this pops up.

Go Start->Control Panel->Administrative Tools->Services. Look for the service named "Secondary Logon". Make sure that it is started and starts up automatically. If it does not, double click it, start the service and change the startup type to automatic.

Then try reinstalling...

now i get this at the end of psql install

Was your Secondary Logon service disabled and not running? I assume that you started it?

If you ever had PostgreSQL installed before in the past, you need to delete the C:\Program Files\PostgreSQL directory. You also need to open a command prompt (Start -> Run, "cmd" <enter>) and type "net user postgres /delete". After that, the install should go smoothly.
