what exactly count as "fold to steal"

for example: CO steal, btn 3bet, SB/BB fold, does it count a fold to steal for SB/BB, or similar: btn steal, SB 3bet, BB fold.

You only face a steal if you're in a blind and face an open raise from the cutoff or later.

In your first example, nobody faces a steal and nobody folds to one.

In your second example, the SB faces a steal and did not fold - he raised. As a result, the BB did not face a steal.
